New building permits have been issued for an affordable housing infill at 249 Pennsylvania Avenue on Potrero Hill, San Francisco. The project would add 127 apartments to a vacant lot immediately next to Interstate 280. Tenderloin Neighborhood Development Corporation and Young Community Developers are jointly responsible for the project.

The nine-story structure is expected to yield around 108,530 square feet, including 97,400 square feet for the rental housing. Unit types will include 38 studios, 15 one-bedrooms, 36 two-bedrooms, and 35 three-bedrooms. Parking will be included for 118 bicycles and no vehicles.
Leddy Maytum Stacy Architects is responsible for the design. The project team has yet to release renderings for the future project. The conceptual massing illustration shows an E-shaped apartment complex with the longer side facing I-280, and two small open-air courtyards facing Pennsylvania Avenue. The ground floor will include transparent floor-to-ceiling windows at the corner of Pennsylvania Avenue and Mariposa Street.

Public records show the property last sold in 2023 to TNDC for $11.35 million. Construction is estimated to cost around $60 million, a figure not inclusive of all development costs. Previously, the developers have shared that construction could start as early as 2027, with move-ins by 2029. The project team has yet to reply to a request for comment about the latest timeline.
