A new senior housing and care facility project have been proposed for development at 2800 Mitchell Drive in Walnut Creek. The project proposal includes the development of a residential care facility and senior housing on two separate parcels. The site presently consists of five one-story buildings totaling 95,344 square feet of floor area. The Joint Genome Institute, operated by the U.S. Department of Energy, most recently occupied these buildings, but the site has been vacant since late 2019.

Mehrdad Haji-Sharifi is listed as the project architect.

The project site is a large parcel spanning an area of 9.4 acres. The scope of work includes the subdivision of the property site into two lots and new construction of each lot. The project will create the first lot spanning an area of 6.51 acres and the second lot spanning an area of 2.98 acres. The purpose of the subdivision is to create a separate individual lot for the entitled Residential Care Facility and Senior Housing uses. Each lot maintains a frontage along Mitchell Drive. The project would provide 254 age-restricted senior apartments (55 years and up), and the Residential Care Facility for the Elderly (RCFE) Component would provide 136 beds.

Oakmont Senior Apartments consists of four apartment buildings ranging from three to four stories containing 254 senior apartment units and a fifth recreation building on the proposed Lot 1. The approved Residential Care Facility for the Elderly includes a three-story, 136-bed, 116,759 square-foot residential care facility for the elderly (RCFE) proposed on Lot 2. The singular building will be donut-shaped with a common area in the center. The RCFE will be licensed by the California Department of Social Services, allowing the facility to provide housing for seniors over 62 years old who need assistance with daily living but do not require 24-hour medical care.

The project was reviewed and approved by the Planning Commission, City Council, and Design Review Commission in 2022. A hearing is scheduled on August 28, 2024, for the Subdivision Map to be reviewed, details of joining can be found here.

The project site is located towards the northeast corner of the Shadelands Business Park.
