Factory-Built Housing Proposed For 2809 Rio Linda Boulevard, Sacramento

Updated plans have been published for the hundred-unit supportive housing development at 2809 Rio Linda Boulevard in South Hagginwood, Sacramento. The project will utilize factory-built modular structures to quickly populate the 2.4-acre lot with housing designated for individuals experiencing homelessness with a behavioral health challenge. Sacramento-based Urban Capital LLC is responsible for the application.

The development will produce 100 residential units, including 98 affordable dwellings and two apartments for the on-site property managers. According to the project applicant, the affordable housing will be split with “49 reserved for veterans experiencing homelessness with a behavioral health challenge and 49 reserved for individuals experiencing homelessness with a behavioral health challenge.” The campus will include two common open spaces, six laundry rooms, and two community rooms. Surface parking will be provided for around 28 vehicles.

Studio 81 International is responsible for the design. Descor will serve as the general contractor overseeing construction and installation. BOSS Homes is listed as the factory builder for the dwelling units.

The project’s site location is in the South Hagginwood neighborhood of Sacramento, north of the American River. Residents will benefit from nearby parks and commercial options, with public transit available just outside the property on Rio Linda Boulevard.

West Sacramento-based Homestead Funds LLC is listed as the property owner. According to the developer, the proposal has secured funding, and completion is expected by early 2028.
