A Notice of Exemption was filed for a large affordable housing development at 359 Hudson Street in Healdsburg. The possibility of the project’s disqualification or significant modification requirements under CEQA was one of the last barriers to the major project after last month’s planning commission reluctantly approved the project. The project’s developer, Gallaher Signature Living, has been able to push the project through despite opposition by using the state density bonus rules that require cities to accept projects that meet all formal requirements.

Now likely to move forward, this project will include the redevelopment of an approximately 3.61-acre site with several new buildings. The main property will comprise a new four-story senior living building containing 67 independent and assisted living units, and a smaller six-bed memory care building. The property also plans to split off a separate parcel with plans to build 10 deed-restricted affordable housing units.

While the project’s scale and density are the most cited concerns for its opposition, the initial renderings for the site show an effort by developers to remain in the same architectural vernacular as its surroundings. The building plans to use a mix of natural and painted wood elements for the exterior, with gently peaked roofs and heavy beam-supported balconies in a California lodge-like style.

The site is located in the Southern part of Healdsburg, near a bend in the Russian River. The property benefits from nearby transportation access to Highway 101, and a new SMART rail station is planned to be constructed within walking distance of the development. While many Healdsburg residents may have objected to the project’s density, its location is at least one of the best suited to handle the increase still available within the city limits.
