Construction has started on Canvas, an affordable housing project at 39340 Fremont Boulevard in Fremont’s Central District. The project will add 92 apartments to the city’s urban core, financed through a mix of local and federal sources. Community Development Partners is responsible for the development.

The five-story structure is expected to produce 92 apartments, most of which will be deed-restricted as affordable to households earning between 30% and 70% of the area’s median income. Unit sizes will range from studios to three-bedroom units. There will be 15 apartments reserved for households with individuals “with an intellectual or developmental disability,” according to a project press release, with services provided by the California Department of Developmental Services and Regional Center of the East Bay.

Jessica Woodruff, Chief Development Officer of Community Development Partners, said of Canvas for the groundbreaking ceremony, “through shared spaces and on-site programming, we’re creating opportunities for neighbors to learn from one another, build friendships and support each other in everyday life.”

According to the project team, “Canvas will serve families, seniors, and people with disabilities, pairing affordable homes with shared gathering spaces that help residents connect and on-site, supportive services.” AO designed the complex, with construction led by CDP Builders. Project Access will provide resident services. Renderings show a familiar apartment complex design, with some facade articulation and a tri-color palette to break apart the overall massing visually.

The complex received funding from the federal Low-Income Housing Tax Credit allocation, $11 million from the City of Fremont, and $1.5 million from the California Department of Developmental Services.

The development is estimated to cost around $59 million, with construction expected to finish by March 2028.
