Pre-application has been filed seeking the approval of large-scale residential development in Discovery Bay, Contra Costa County. The project proposal includes the construction of a 2,900-unit subdivision community.
TES Development is the project developer.
The project site is a parcel spanning an area of 545 acres. The project proposes to build residential units alongside 40 acres of light industrial uses, 30 acres of sports parks, and 21 acres for community parks. A community center landscaped open spaces, boat and RV storage will be designed on the site. Plans also showcase a 1.5-acre fire station and eight acres of preserved wetlands.
The residential community will cater to Bay Area residents over the age of 50. Fifteen percent of the total residences will be set aside as affordable housing units.
The developer has requested a feasibility study for a general plan amendment to rezone the 545 acres for a variety of uses, including single-family residential and light industrial.
The property site, which is currently zoned for agricultural use, is part of a larger, 1,122-acre property previously owned by the Cecchini family that owns Cecchini Farms. The property’s northern 577 acres were put into an Agricultural Conservation Easement, preserving the land for agricultural use. The property was acquired by Ningbo, China-based real estate investor Henghou Group for $11.5 million in 2018.
The project is under review, and an estimated construction timeline has not been announced yet.
