The preliminary project application has been filed for a residential addition to 939-943 35th Street in West Oakland. Starlight Spiritual Temple Inc., the property owner, will demolish their existing structure and one other to build 32 new residential units. Pacific Heights Premier Investments is responsible for filing the development.

Of the 32 apartments, half will be one-bedroom units, and half will be two-bedroom units. Parking will be included for 37 vehicles at ground level. The five-story structure will rise 56 feet above street level. Some residents will benefit from balconies, while the building offers an inner-lot courtyard as a shared amenity.

HDO Architects-Planners is responsible for the design. The Walnut Creek-based firm was founded in 1983 and has delivered several projects across the Bay Area, including with Legacy Partners on The Landing, a 282-unit apartment complex in Oakland’s Jack London Square neighborhood.

Pacific Heights Premier Investments is a Las Vegas-filed LLC connected with KM Larsen Co LP, a tax and financial strategy services firm with offices in Las Vegas, San Ramon, and Maui. An estimated timeline for construction is not yet established.

939-943 35th Street is located on the northern corner of West Oakland in the Hoover-Foster neighborhood. The property, overlooked I-580, is three blocks from the intersection with I-980 and one block from the San Pablo Avenue thoroughfare serviced by AC Transit and connecting Oakland with Berkeley and Emeryville. The MacArthur Street BART Station is just under a mile away, or 17 minutes on foot.
