A residential project has been proposed at 2301 Columbia Avenue in the Southwest Annex neighborhood, Richmond City. The project proposal includes the development of a landscaped residential community of three-story townhome-style condominiums with a few affordable housing units. Plans call for the retention of the exisiting development on the site. The exisiting development is not a part of the proposed project.
City Ventures is the project applicant. WHA Architects is responsible for the design concepts.
The project site is a parcel combined of three parcels spanning an area of 4.74 acres. The project site has two parcels located west of Napa Street and a separate parcel located east of Napa Street. The landscaped residential community will offer 100 townhome-style condominiums along with at least 10 percent of the proposed new housing units as affordable housing to moderate-income households.
The three-story townhome-style condominiums with traditional architecture will be developed in 15 buildings ranging from triplexes to eight-plexes, separated by landscaped paseos and common open space. Five floor plans will be offered. The development will also contain amenities, including a community garden, landscaping, pathways, and small open space areas throughout the site to serve the residents.
The project requires approval of a Vesting Tentative Map, Design Review, Conditional Use Permit and Concession and waiver under State Density Bonus Law. The estimated construction timeline has not been announced yet.
The project site is located at the intersection of San Joaquin Street and Dalai Lama Avenue in the Southwest Annex Neighborhood. This location is
bordered by Interstate 580 to the West and Interstate 80 to the East. 1 mile East of the site is the El Cerrito Plaza Bart Station.
