A new preliminary plan was filed to replace a former Rite Aid with a mixed-use development at 2211 F Street in Midtown, Sacramento. The SB 330 application aims to secure a streamlined approval process for the project on the condition that some of the 33 proposed units will be affordable. Sutter Capital Group is responsible for the application.
Initial details for the project are limited to a short passage attached to the planning submittal. The applicant describes a future 33-unit mixed-use complex consisting of studios and one-bedroom units. The ground level will include a small commercial tenant space.
The application also invokes Senate Bill 330, also known as the Housing Crisis Act of 2019. The state law prohibits cities from rejecting housing development if they include a certain amount of affordable housing.
Sutter Capital Group is a private real estate investment and development firm based in the state capital. Sutter purchased the property from Realty Income Properties. Realty purchased the site in 2010 for $2.78 million.
The 1.14-acre property occupies a full block bound by F Street, Eggplant Alley, 22nd Street, and 23rd Street. The site is in the heart of a residential area within the Boulevard Park neighborhood, close to the New Era Park neighborhood, and within walking distance from downtown.
