The project would replace a parking lot with two retail spaces, a private art gallery, and an apartment. Urban Elements, led by company President Julie Young, is the project developer.

The project would add 74 new residential units to the state capital’s housing market. Phoenix Enterprises Inc is the property owner, with SKK Developments behind the application.

The project proposal includes constructing two six-plex residential buildings with three-car garages. A site plan and design review for the same are also requested.
