City Approves 1010 91st Avenue in East Oakland

The Oakland Planning Commission has approved plans for the ‘Yes In God’s Back Yard’ proposal at 1010 91st Avenue in East Oakland, Alameda County. The small infill has been approved for a church to replace its surface lot with eight units. Lily of the Valley Christian Center is the property owner.

The 42-foot tall structure is expected to yield around 4,850 square feet, with all eight units being studio residences. The three top-floor units will feature an additional sleep loft space. One apartment will be designated as affordable for a very low-income household. Parking is included for seven cars and eight bicycles.

Workbench is the project architect. The most recent plans show no changes have been made to the sawtooth-capped structure wrapped with cement horizontal board siding and stucco. The most notable change is the wooden fencing separating the site from an adjacent home. Form/Work Landscape Architecture will be responsible for designing the green space. The structure will be separated from the lot lines by grass lawns and a few trees.

The property is located along 91st Avenue between D Street and E Street. Future residents will be just under twenty minutes away from the Coliseum BART Station by transit or eight minutes via bicycle.

The approval comes 16 months after the first pre-application was filed. The planning process was expedited via Senate Bill 330. SB 330, also known as the Housing Crisis Act of 2019, prohibits local jurisdictions from changing the laws that would reduce the legal limit of potential housing on the site. The estimated cost and timeline for construction have yet to be shared.
