Entitlements have been reaffirmed for the affordable housing proposal at Railroad Avenue and L Street in Downtown Livermore, Alameda County. The plans consist of 130 units within two structures in the center of the sprawling suburban city, separated by a future Veterans Park. Eden Housing is responsible for the development.
Late last month, the Livemore City Council reaffirmed and readopted the development and loan agreements with Eden Housing for the housing project. The move allows the developer to begin pursuing financing for construction.

Eden Housing’s President and CEO, Linda Mandolini, said of the reentitlement, “Eden Housing deeply appreciates the ongoing support of the City of Livermore. This milestone marks a significant step forward in what has been a long and needlessly challenging process—delayed by meritless lawsuits that have only made it harder to respond to the region’s urgent need for affordable housing.”
The two four-story structures will yield a combined 98,391 square feet of housing, with basement parking for 146 cars and 80 bicycles. Unit types will vary with 41 one-bedrooms, 56 two-bedrooms, and 33 three-bedrooms. Apartments will be priced as affordable to low-income households.

Dahlin Group is the project architect, working with Miller Company Landscape Architects. The Spanish Revival-style complex will feature a mix of articulation, different tones of stucco, and terracotta tile roofing.
Veterans Park will occupy the 0.72 acres between the north and south buildings. Designs for the open space are still in review, according to the city’s public statements, and are expected to be built alongside the housing.

The 2.5-acre property is at the corner of Railroad Avenue and L Street, with no assigned address. The estimated cost and timeline for construction have yet to be shared.
