New building permits have been filed for a new senior affordable housing project at 4501 9th Avenue in Oak Park, Sacramento. The Donner Field Senior Apartments will replace an open lawn by the busy Stockton Boulevard thoroughfare with several dozen apartments. Eden Housing is the project developer.
Construction will bring a U-shaped residential structure rising between two and three floors tall alongside a single-story community building. The central space will feature a landscaped courtyard with a barbeque pit, bocce ball court, raised beds for gardening, and outdoor furniture. Additional amenities will include a computer room, multipurpose lounges, shared kitchen space, and on-site laundry.
Once complete, the Donner Field Senior Apartments will include 67 units for seniors aged 55 and older. Affordability will range with 46 units for very-low-income households earning less than half of the area’s median income, three units for extremely low-income households earning at most 30% of the area’s median income, and 17 units for seniors at risk of or experiencing homelessness with project-based vouchers provided by HUD.

Mogavero Architects is responsible for the design. Illustrations show a contemporary design with slight variation across the facade to break up the massing visually.
The 1.23-acre property is located along 45th Street between 8th Avenue and 9th Avenue. The site is half a block from the Stockton Boulevard thoroughfare. Several retail options can be found just six minutes away on foot along Broadway. The site is across from the Gateway On Stockton Boulevard residential site and just under half a mile away from the Aggie Square campus development by UC Davis.
The open lawn is connected to the William Lee College Prep elementary school campus, though public records show the property owner of the lawn is Sacramento’s Housing Authority.
Construction is expected to cost around $41.4 million, or an average of $618,490 per unit. Financing will be provided in part through the City of Sacramento and the Sacramento Housing and Development Agency. The estimated timeline for the groundbreaking has yet to be determined.
