Permit activity has been spotted for the 15-story affordable senior housing proposal at 1939 Market Street by the Castro, San Francisco. The Mayor’s Office of Housing and Community Development has filed a planning application to establish a long-term ground lease for Mercy Housing to take control of the site to build housing for residents within the LGBTQ community. Mercy Housing is the project developer.

In February 2020, the San Francisco Board of Supervisors purchased the site for $12 million from the Educational Revenue Augmentation Fund through the MOHCD. Permits were first filed for the project in mid-September of 2022, with final approval given in May of 2023. Reporting by Matthew Bajko from last September details that Mercy Housing missed out on key construction financing through the State but will reapply for the same funding again this year.
The application utilizes the State Density Bonus law to increase the residential capacity of the proposal above base zoning. The application utilizes three concessions and three waivers.

The 159-foot tall structure will yield around 145,280 square feet, with 93,070 square feet for housing and 1,700 square feet for commercial space. Parking will be included for 23 bicycles and no cars. Unit types will vary, with 106 studios, 80 one-bedrooms, and a two-bedroom unit. The latter apartment will be offered to the on-site property manager. A handful of projects will include specialized equipment to meet the different needs of residents, with 19 units for communication, 94 units for mobility, and 93 units with roll-in showers.
Paulett Taggart Architects is the architect of record, with Y.A. Studio as the associate architect. The approved plans have been injected with color to the structure, with rainbow features running along Market Street and a vertical window panel feature rising from above the residential entrance to the parapet.

Construction is expected to cost at least $117 million and last around two years from groundbreaking to completion.

Excited for more housing and infill, but kinda very much hope this gets some fine tuning. It looks great from an angle but it feels a bit under-designed to me, esp when facing directly.

On schedule with minimal disruption and excellent outreach/communication. I look forward to this new Market Street expansion of the fantastic development in the nearby 55 Laguna complex, Openhouse. Excellent building by responsible builders and model management nonprofit. Approve ASAP
Upper market needs this so badly. This will pair so nicely with the plans at 1965 market, the FedEx and Petfood express redevelopment in that same triangular shaped area.
Tons of undeveloped lots along Upper Market including multiple of these triangular lots, the Chase bank on Market and Sanchez, *two* gas stations on Castro and Market, and of course the Safeway lot which should be home to at least 2,000 people (along with a new Safeway). Upper Market could be so much more vibrant.
