Preliminary plans have been filed for a five-story residential infill project at 1601 Ocean Avenue in Ingleside, San Francisco. The latest proposal is a floor higher than a proposal withdrawn in 2022 to construct a 48-unit complex. Now, TJ Development is looking to utilize Senate Bill 423 to streamline the approval of 92 apartments.

The structure will contain 92 apartments and 2,845 square feet of commercial space for four retail shops if built. This is a significant reduction from the existing twelve shops spanning roughly ten thousand square feet. Unit types will vary with 56 one-bedrooms, 30 two-bedrooms, and six three-bedrooms. Residential amenities will include one laundry room, a second-floor lounge, a central ground-level courtyard, and an expansive rooftop deck.
3 Six Nine Architects is responsible for the design. The Pasadena-based studio has yet to publish renderings for the proposal, but preliminary illustrations show a podium complex conforming to the irregularly shaped parcel and an articulated facade.

Initial plans for the site were filed in 2009, led by TJ Development and SIA Consulting. The developer purchased the relevant lots in 2014 for $6.7 million and looked to start construction within two years. However, the project floundered and applications were eventually withdrawn in 2022. Among the complications were environmental contamination caused by a former dry cleaner tenant. In 2021, TJ and Global Premier Development sought to build an eight-story senior housing complex.
The property is located at the corner of Ocean Avenue and Capital Avenue in Ingleside, ten minutes away from the Balboa Park BART Station by bus, or just 25 minutes from the Stonestown Galleria mall on foot.
