Thornton Avenue Apartments Files CEQA Notice of Exemption

Satellite Affordable Housing Associates is moving forward with a new CEQA notice of exemption for the demolition of three vacant buildings and the construction of a 59-unit apartment building. The project, located at 6375 Thornton Avenue in Newark, will be 100% affordable housing, with a mix of one, two, and three-bedroom units.

Because the project is being constructed on a site with preexisting buildings, it meets the qualifications for infill development and is exempt from CEQA. Additionally, the project has already received approvals in areas including Design Review, Tentative Parcel Map, Minor Use Permit, and State Density Bonus. Two years ago, the City of Newark extended a $12 million loan towards the completion of the project.

Since its initial proposal, the project has undergone minor modifications, including the increase from 54 planned units to 59. The most recent plan will also make provision for 42 off-street parking spaces within an internal garage.

Despite the general plan designation of High Density Residential, the new project will be one of the few buildings of its size in its neighborhood. However, its position along a major roadway in central Newark makes the site a strong candidate for development. The larger housing crisis in the Bay Area has led to the densification of disused or underutilized spaces in many cities.
