Preliminary plans have been filed for a behavioral health recovery facility close to the MacArthur BART Station at 3841 Telegraph Avenue in Oakland’s Temescal neighborhood. The project would replace two smaller buildings with a four-story medical space. Hayward-based Horizon Services is the property owner and sponsor.
The four-story structure is expected to yield around 22,680 square feet of floor area. The facility will include 109 beds across three floors of recovery dormitories. The rest of the building will feature administrative offices, counseling rooms, community dining areas, and on-site laundry facilities. WRNS Studio is listed as the project applicant, though illustrations have yet to be shared.
The filing utilizes Assembly Bill 531, known as the Behavioral Health Infrastructure Bond Act. AB 531 authorized $6.4 billion to fund behavioral health facilities, either for housing or treatment.
The project will merge two lots at 3841 and 3847 Telegraph Avenue at the corner of Apgar Street. The 0.18-acre property is on the same block as the MacArthur BART Station transit-oriented development. The project team has yet to reply to a request for comment.
