A pre-application including several basic pieces of information was submitted for a property at 316 12th Street in Oakland. The planned project would keep the property exterior unchanged, while making interior modifications to the layout and building use. The main expected change from the renovations is the conversion of its existing office and retail space to nine additional housing units and residential support spaces.
Previously, the Oakland developer and architecture firm oWOW completed a project at the same site, inserting a five-story mass timber construction setback behind a historic façade. Until now, the building was broken up into first-floor retail, second-floor office, and third through fifth floors consisting of 27 residential units. This project would convert the full second floor into an additional nine units and change the first floor retail into a lobby and residential amenity space.
Little to no changes would be made to the building’s exterior, which will remain a setback five-story modern-style structure, with a historic brick and tiled building front directly against the street. For the interior, it is assumed that the layout for the second floor would closely resemble that of the floors above, as it will contain the same number of units in the same amount of space with similar building systems needs.

The building’s location is near the heart of Downtown Oakland and within walking distance of both the 12th Street BART and Lake Merritt BART stations. While excellently situated for potential tenants of any kind, it is likely that the property owners found the high housing demand in the area a better investment than maintaining an office/retail property in an area with other competing vacancies.
