Permits have been filed for a small apartment complex at 465 Liberty Street in the Eureka Valley neighborhood of San Francisco. The project would replace a single-family residence with three units, while retaining the property’s historic earthquake refugee shack. San Francisco-based Conterra Capital LLC is responsible for the application.

The application invokes the Housing Choice-San Francisco program and Senate Bill 330 to achieve higher density and streamline the approval process. The project will add two two-bedroom apartments and one three-bedroom unit in the complex, spanning three floors and a basement two-car garage.

Winder Gibson Architects is responsible for drafting the plans. Illustrations show the complex will feature a mixed contemporary design, establishing the structure with a stone-veneer foundation capped by two floors wrapped in wood panels and soffits. The upper floors will feature thick flat rooflines and open-air terraces.

Demolition will be required for an existing single-story house. However, the backyard cottage, one of the famous earthquake refugee shacks, will remain untouched during construction. The primary residence was built in 1938 by Tom Cuthbertson.

The 0.07-acre property is located between Noe Street and Sanchez Street, just two blocks away from the Muni lightrail stop at the southern corner of the famous Mission Dolores Park.

Public records show the property last sold in late 2025 for just over $1.8 million. The estimated cost and timeline for construction have not yet been shared.
