The Contra Costa County Board of Supervisors has reversed the County Planning Commission’s rejection of Windhover Terrace Apartments, a residential infill in unincorporated Martinez. The project has a second chance to bring 24 homes and parking to a vacant plot. West Coast Land and Development is the developer.
The three-story structure will yield 22,247 square feet, with 12 one-bedrooms and 12 two-bedrooms. Of the 24 units, three will be designated as affordable housing. Two units will be affordable for low-income households and one for a very low-income household. Parking will be included for 33 cars and six bicycles.

Norcal Design is the project architect. Illustrations show a fairly unattractive low-slung infill with flat walls, an unusual spread of apartment windows, and large private balconies. Facade materials will include stucco and wood trim.
Calichi Design Group is the civil engineer, and Smith + Smith is the landscape architect.

The 0.75-acre parcel is located on a low-slung block with a 12-unit townhome property and a few single-family homes. The estimated cost and timeline for construction have yet to be shared.
