Permits have been approved and issued for an affordable senior housing project at 9418 Edes Avenue in East Oakland, Alameda County. The proposal will bring several dozen permanent supportive housing units with $14 million of funding from the Project Homekey initiative. DignityMoves is responsible for the application on behalf of the property owner, the City of Oakland.

Speaking to the urgency of the moment last February, the Director of Oakland Housing and Community Development Department, Emily Weinstein, said, “seniors are the fastest growing demographic amongst unhoused residents… This project will bring much-needed shelter and service supports to our most vulnerable residents in a very short time frame.”
Plans for the vacant lot include two modular-designed structures with 40 efficiency dwellings and one on-site manager unit. The residences will be deed-restricted as affordable to seniors earning at or below 15% of the area’s median income. The site will provide amenities, including a community room, conference room, on-site laundry, and office space for supportive services. Surface parking will be included for ten cars.
The team has stated that the programming has been influenced by the relatively new Dignity Village Alameda. Eight of the residences will be accessible for people with mobility disabilities, and a few units will have features accessible for people with hearing or vision disabilities.
Gensler is responsible for drafting the plans, with general contracting by Swinerton. DignityMoves is leading the development, in partnership with the City of Oakland and the Housing Consortium of the East Bay.
