Preliminary permits have been filed for a triplex at 2641 College Avenue in Elmwood, Berkeley. The application invokes recent state law to split an existing lot, retaining a duplex while replacing a rear parking garage with a three-story infill. Alameda-based Wilson Wong is listed as the property owner.

The pre-application invokes Senate Bill 1123, as passed in 2024, drafted by State Senator Anna Caballero. SB 1123 is an update to Cabrillo’s 2023-passed SB 684, increasing the ease and speed of streamlining approval for subdivision projects of up to ten units in lots zoned for multi-family development.

Plans for 2641 College Avenue will divide the existing lot roughly in half, with the existing duplex retained on a 2,994 square foot area, and 2,406 square feet in the rear. The construction would rise 39 feet tall, comprising three units across 3,310 square feet.

The property is located along College Avenue between Derby Street and Parker Street, two blocks from UC Berkeley’s Clark Kerr Campus, and three blocks from Willard Park. The project is located within the College Avenue corridor, one of three areas that the City of Berkeley is considering for rezoning.

The estimated cost and timeline for construction have yet to be shared.
