Preliminary plans have been filed for two five-story apartments at 1053-1055 Texas Street on Potrero Hill, San Francisco. The update calls for a steep reduction in residential capacity compared to previously covered plans, from a potential 25 units to just six apartments. TM Build LLC is listed as the property owner.

According to the application, the five-story structure is expected to yield approximately 16,800 square feet, including 12,520 square feet of housing and approximately 3,000 square feet for parking. Parking will be included for six cars and six bicycles.
Plans for the 25-unit iteration were first submitted to the site in early 2019 using the HOME-SF Program. Of the 25 units, three would have been deed-restricted as affordable housing. Final approval was eventually granted in mid-2025, but the developer shifted plans last December to be two four-story structures, each containing three apartments. RdK Consulting, formerly known as SIA Consulting, was responsible for that design. The five-story six-unit version was filed earlier this month.

Project plans have yet to be published, though illustrations for the previous iterations are available, and have each been drafted by the same architecture firm. The 25-unit version rises five floors over Texas Street, with the single structure articulated by a contrasting black-and-white concrete finish to appear like two distinct buildings. The 2025-filed version shows a similar aesthetic approach, with fewer windows and just three floors rising over Texas Street. The remaining floors conform to the parcel’s steep gradient.
The property is located along Texas Street, close to the intersection with 25th Street, and across from the Potrero Terrace Public Housing neighborhood. Plans to replace the neighborhood’s aging structures with a dense redevelopment are currently underway, with the first phase already complete, overseen by Bridge Housing and the San Francisco Housing Authority. Full build-out would produce 1,700 apartments, including 819 affordable units, of which 619 will be designated for the Terrace’s existing residents.
