Construction is progressing for an affordable housing project at 33435 Mission Boulevard in Alameda County’s Union City. The development is being led by MidPen Housing, looking to produce 81 units across a four-story complex with community-serving retail space to be operated by Union City’s Youth & Family Services. The project is the first affordable development in decades for the Decoto neighborhood.

Once complete, Lazuli Landing will feature 81 apartments, including one for an on-site property manager, and 6,320 square feet of commercial space. Unit sizes will vary with 21 one-bedrooms, 37 two-bedrooms, and 23 three-bedrooms. Residential amenities will include a multi-purpose community room and an outdoor play area.

The future retail space is expected to be leased by Union City Youth & Family Services, a city-led community program. The vehicular garage will include 96 spaces for residents and nine spaces for retail. Bicycle parking will be included, though the exact capacity is not specified.

BDE Architecture is responsible for the design. The project invokes a Mission Revival-style aesthetic, with arched windows, the smooth stucco-tone facade, and exaggerated roof overhangs.

The 1.65-acre property is located along Mission Boulevard between D Street and E Street, close to Whipple. The development is rising along the busy vehicular thoroughfare and across from a scenic mountain range. Union City was incorporated in 1959 after the communities of Alvarado and Decoto combined. As of 2020, the city has a population of around 70,000 people.

The developer is estimated to have obtained $76 million of equity and financing for the development. Union City provided the project with a $5 million loan to cover some of the construction costs. Nibbi is responsible for construction as the general contractor.
