Preliminary permits have been filed for a three-story mixed-use infill at 5154 3rd Street in Bayview, San Francisco. The project will develop a vacant lot with new housing above a small retail shop. Demetrius Williams, the International Longshore and Warehouse Union Local 10 president, is listed as the property owner.

Ashton Richards is the project architect. Illustrations show a contemporary design that contrasts large windows and silver-tone tiling with pale fiber-cement cladding. The three-story structure is expected to yield around 3,400 square feet, including 3,030 square feet of housing and 370 square feet of ground-level retail. The complex will include three apartments, including one studio and two two-bedroom residences. Parking for three bicycles will be included.

The pre-application invokes Senate Bill 330 and SB 423 to streamline the approval process for the formal application. The vacant lot is located along the busy 3rd Street thoroughfare between Bay View Street and Thornton Avenue. Future residents will be close to a light rail station along 3rd Street and one block from the neighborhood’s Public Library branch.

Public records show the property last sold in August 2025 for $300,000. The estimated cost and timeline for construction have not yet been shared.
