Plans have been filed for an affordable seven-story apartment complex at 2101 Brush Street in the Ralph Bunche neighborhood of West Oakland, Alameda County. The proposal would add 90 units to a recently cleared parcel near San Pablo Avenue and Uptown Oakland. East Bay Asian Local Development Company is responsible for the application.

The roughly 85-foot-tall structure is expected to yield around 114,700 square feet, including 91,900 square feet of housing and 9,400 square feet for the ground-level garage. Of the 90 rental units, 89 will be deed-restricted as affordable to low-income households, and one residence will be set aside for the on-site property manager. Apartment sizes will vary with 12 studios, 30 one-bedrooms, 24 two-bedrooms, and 24 three-bedrooms. Parking will be provided for 23 cars and 30 bicycles.

The applicant invokes the State Density Bonus Law, Assembly Bill 2011, and Senate Bill 330 to streamline the approval process and increase residential capacity above base zoning. The development will achieve a 100% density bonus.

Pyatok Architects is responsible for the design. The structure will include six levels of modular construction over one concrete podium. The second floor will feature a podium-top courtyard with landscaping, play structures, and patio seating. The exterior will feature some facade articulation and a tri-color palette achieved with painted cement plaster. The ground floor will be wrapped with brick veneer or tiles, achieving a higher-quality experience for pedestrians.

The 0.46-acre property is located along Brush Street between 21st and 22nd Street. Future residents will be a block away from the high-volume intersection of San Pablo Avenue and West Grand Avenue. The site will be across from West Port, a five-story affordable housing complex opened by EBALDC in 2025.
