Development plans are moving forward for a six-story mixed-use building at 961-971 Meridian Avenue in the Willow Glen portion of San Jose, southwest of the city center. The proposal calls for an entirely affordable housing project with 233 residential units in a growing residential neighborhood. ROEM Development Corporation is the project developer and sponsor.

Withee Malcolm Architects is responsible for the design. The facade will rise from a pre-cast stone base and brick-clad podium. The upper four floors are covered with stucco detailing. The black stucco section rising above the residential lobby and below the open terrace with a wooden trellis will be an aesthetic focal point that visually divides the 240-foot long facade.

The 80-foot tall structure will yield 190,050 square feet for residential use and 1,780 square feet for ground-level retail. A 290-car garage will be created to serve the residents, retail, and electric vehicle charging points across 97,520 square feet. Cyclists will find room for parking 63 bicycles.

The Santa Clara County Housing Authority is expected to offer section 8 housing assistance for 35 units, which translates to $23 million of support over twenty years.

The project has an estimated budget of $90.6 million, with $23 million of the funding coming from the Section 8 Project-Based Vouchers (PBVs). 92 units will be offered to residents earning around 30% Area Median Income (AMI), 20 units to residents with 40% AMI, five units for 50% AMI, 114 units for 80% AMI, and two units for the site managers.

Construction will replace two vacant single-family homes and a commercial structure. Residents will find themselves in a predominantly residential area with a nearby grocery store, varied retail, and the Fruitdale light-rail station.

Aphelion2100 first detailed the recent project planning activity on the San Jose thread of Skyscraper City. Planning permits have been approved for the project in the Summer of 2020, while new building permits are currently under technical review. The project is expected to take twenty months to complete, from ground-breaking to opening.

  2. Nice, I like that Rolm is building in that area. What I would like to know is if there is any more recent updates since May 3, 2021 and when they’re going to be taking applications for the apartments. I want to be one of the first to apply.

  3. Nice, I just had to downgrade to a one BR from 1st & Rosemary I miss it. I glad there is another project Roem is on because where I had to move was built in the 70’s. My last place was brand new 7 1/2 yrs ago. So Yay! When will the management start accepting applications and when is the building expected to be finished?
