Preliminary plans have been filed for a new urban development at 1221 C Street in Sacramento’s Mansion Flats neighborhood. The proposal could replace an overgrown parcel with 22 apartments. Urban Build Inc., a company linked with the architects, is listed as the property owner.

Vrilakas Groen Architects is responsible for the design, featuring two linear structures on the L-shaped property. Residents can access the apartments from a gated interior pathway connecting C Street, Blues Alley, and 13th Street. Grey corrugated metal panels and external stairwells will cover the buildings.

The structure will rise between 20 to 33 feet tall, creating 22 one-bedroom apartments. Parking will be included for 13 bicycles and no cars, a decision that could promote local public transit and reduce congestion. Alongside the bike parking shed, residents will have access to two open spaces for outdoor entertainment and an on-site laundry room.

The pre-application aims to use Senate Bill 330, known as the Housing Crisis Act of 2019, to streamline approval. The state law requires a certain percentage of housing to be designated as affordable.

The quarter-acre parcel is located by 13th Street, extending from C Street to Blues Alley. The site is surrounded by a diversity of functions, ranging from apartments and historic homes to light industrial warehouses and a local TV station. Residents will be close to the John Muir Children’s Park. Future residents will be seven minutes away from the State Capitol Park by bicycle or 18 minutes on foot. For regional transit, Valley Station is just five minutes away by bicycle or 20 minutes on foot.

  1. Good, though can’t help wishing they could include the empty corner lot. (The lot plan shows a no-longer existing building at 13th and C.)
