Building permits have been issued for an affordable housing complex at 3050 International Boulevard in Fruitvale, Oakland. The project proposal includes the construction of a five-story building offering affordable housing units.
Satellite Affordable Housing Associates (SAHA) is the project developer working in partnership with Native American Health Center (NAHC). Pyatok Architects is responsible for the designs. Cliff Lowe Associates is the landscape architect.
The project site is a parcel spanning an area of 0.76 acres. The scope of work includes the construction of a new five-story building offering 75 units at affordable rates. The units will be developed on the second floor and continue to the fifth floor. On the second floor, residents will have access to a community room, outdoor space, large laundry room, and services offices. The housing portion of the development will consist of one-bedrooms, two-bedrooms, and three-bedrooms, and rents will range from 20% – 60% area’s median income.
The building will be 100% low and very low income family units, and the ground floor will house the Native American Health and Cultural Center. On the ground floor, NAHC will own, manage, and provide a cultural community center, pediatric dental services, Women, Infant, and Children programming, and pediatric and women’s medical services. Through this project NAHC will:
- Provide 20 additional dental operatories for children, families, and individuals
- Serve 10,000 new members and provide 20,000 additional visits each year
- Create a safe gathering space for cultural and community events, with space for up to 300 people
- Offer events and educational workshops for over 3,000 community members each year
- Build 76 units of affordable housing
- Generate 52 new long term jobs
SmithGroup will provide health clinic interiors in the property. The building will rise to a height of 75 feet. The exterior finish will include plaster, board-formed concrete, vertical metal panels, and terracotta or stone tile siding.
NAHC has been serving the community since 1972, and provides medical, dental, behavioral health and social programs to sixteen sites and fifty-three Head Start programs. NAHC currently owns three properties along International Boulevard, and with a growing client base and staff, 3050 International will enable NAHC to increase their services.

anyone know why it’s not taller? this looks less than what the baseline zoning would allow.
New family housing will be a huge asset to this community. Bravo.
