Preliminary permits have been filed for an affordable housing complex at 258 28th Street just north of Downtown Oakland, Alameda County. The project aims to replace a vacant two-story apartment building at the end of 28th Street, close to Broadway. Gunkel Architecture is responsible for filing the application.
The zoning worksheet application provides a preliminary look at the proposal, with a lot of questions left unknown. The project will rise to six floors and be fully affordable housing. According to the developer’s website, the project will include 23 units with a mix of studios, one-bedrooms, and two-bedrooms.

The property is located within the Broadway Valdez District Specific Plan area. The existing two-story complex is located at the east end of 28th Street, close to Broadway. Future residents will be a ten-minute walk from Lake Merritt and fifteen minutes from the 19th Street BART Station.
