City officials gathered earlier this month to celebrate the grand opening of Madrone Terrace, a five-story affordable housing complex at 16060 East 14th Street in Ashland, Alameda County. The project adds 79 apartments close to the Bayfair BART Station and shopping mall. Berkeley-based RCD Housing is the project developer.
The structure includes a 12,300 square foot community center to serve the neighborhood. The center includes multi-purpose rooms, a fitness center, a pre-K classroom, and an outdoor playground. The community center will be operated by the Hayward Area Recreation & Parks District.

Of the 79 apartments, there will be 36 one-bedrooms, 21 two-bedrooms, and 22 three-bedrooms. Twenty units are set aside for formerly unhoused households with severe mental health needs, following the state’s No Place Like Home restrictions.
Kava Massih Architects is responsible for the design, with Cahill as the general contractor. The structure conforms to a long, narrow parcel, with an undulating green facade overlooking 14th Street. Surface parking is provided on the north side of the property.
Ashland is an unincorporated community of nearly 24,000 people just south of San Leandro. Ashland is one of five densely populated census-designated places that represent a plurality of the existing population in the historic Eden Township, a large area described in land grants given by the Mexican government in the 19th Century that would eventually be included in the establishment of Alameda County in 1853. There are over 140,000 residents living within the five census-designated places in this area, including Ashland, Castro Valley, Cherryland, Fairview, and San Lorenzo.
Construction started in May of 2023, with completion in June and the official opening late last month.
