Preliminary permits have been filed for a small residential development at 1311 Derby Street in Southwest Berkeley, Alameda County. The initial plan looks to use state law to replace a red-tagged single-family house with four detached townhomes. Oakland-based John Newton Design & Development is responsible for the application.
The pre-application for 1311 Derby Street provides a brief overview of the project. Crews will demolish the existing structure, split the lot into three lots, and construct four units across three-story buildings. Parking for three cars will be included.
The filing invokes Senate Bill 684 to achieve this subdivision and residential expansion. SB 684 is a 2023 law that streamlines the approval process for subdividing urban lots of 5 acres or less to build up to 10 single-family homes.
The property is located along Derby Street between Mabel Street and Acton Street, one block from San Pablo Park and three blocks from the busy San Pablo Avenue. Public records show the property last sold in late 2025 for $635,000. The estimated cost and timeline for construction have not yet been established.
