The ongoing conversion project for the old Capitol National Bank offices in Sacramento has new information on what the future may look like for the historic building. The plans to convert an existing bank office building at 700 J Street in Sacramento to the Hotel Eleanor were first reported on by SF YIMBY in the fall of 2024, with plans to open later this year. This marks significant progress for the major project, which has combined historic preservation with new development.
Hume Development is responsible for the project, with HRGA managing the design aspects. Once completed, the existing 7-story office and bank building will become a 107-room luxury hotel, with a gourmet ground-floor restaurant entitled the Oak Room. The main building changes are being made inside, with only small alterations to the building’s facade.
Internally, the building’s ground floor will include the hotel lobby, a dining space, and a 2,140-square-foot banquet hall. Further dining spaces or a bar will also be fitted inside the preserved bank vault below ground floor. Meanwhile, mezzanine-level amenity spaces will include a spa and function meeting rooms. From the second to the seventh floor, the existing office space will be converted into guestrooms.
Externally, the primary changes are mostly cosmetic details and signage. A bronze awning is to be added at ground level, establishing the hotel lobby entrance on 7th Street. The restaurant space will be emphasized with large signage over the distinctive J Street entrance and the oculus window. Crowning the structure are two roughly two-story rooftop signage for Hotel Eleanor, which is comprised of vertical steel trusses.

The building’s location is ideally placed within Downtown Sacramento. Located a few blocks from the Golden 1 Center, it is nestled in between several of the business and entertainment areas of the city. Future guests will have easy access to the local dining and tourism. Additionally, it is less than a 10-minute walk from the Sacramento Valley Station, making regional transportation an easy travel option.
