Pre-application permits have been filed for a six-story apartment complex at 3030 Telegraph Avenue in South Berkeley, Alameda County. The project, close to the Oakland border, would create 174 new homes by using the State Density Bonus Program. Riaz Capital is the project developer.
Demolition will be required for the existing 10,000-square-foot medical building, a fourplex that has been vacant since 2004, and surface parking. Once the 0.62-acre parcel is cleared, the six-story structure will yield 114,000 square feet with 1,900 square feet for commercial retail.

There will be 174 units, with a certain amount of affordable housing. The application will make use of Senate Bill 330. The bill, passed in 2019, “prohibits a local agency from disapproving, or conditioning approval in a manner that renders infeasible, a housing development project for very low, low-, or moderate-income households or an emergency shelter unless the local agency makes specified written findings based on a preponderance of the evidence in the record.”
The application also makes use of the State Density Bonus program, providing zoning waivers for height, parking, and setbacks.
The proposal will rise directly across from 3031 Telegraph Avenue, another six-story residential project. 3031 Telegraph was proposed by Grubb Property, with design by Devi Dutta Architecture.

Sutter Bay Hospitals is the property owner. The application is preliminary, which means information about unit sizes and design. A timeline for approval and construction is not yet established.
