Construction has started for The Fielden, a five-story affordable housing development at 525 North Capitol Avenue in East San Jose, Santa Clara County. The project is adding 160 units for low-income families, veterans, and former homeless neighbors. Community Development Partners is the developer.

Once complete, the Fielden will add 160 units, with a mix of studios, one-bedrooms, two-bedrooms, and three-bedroom apartments. The team will designate 25 units for homeless veterans, 12 units for individuals or families living with disabilities, and 15 units for formerly or chronically homeless individuals.

Most of the units will be deed-restricted to be affordable to low-income households earning between 30% to 60% of the area’s median income. Residential amenities will include an outdoor courtyard and a community kitchen space. Parking will be provided for bicycles and cars.

David Baker Architects is responsible for the design. Illustrations show a vertically aritculated complex with a mix of brick veneer and cement panels to visually break up the massing.

“Projects like The Fielden show what’s possible when local partners come together around a shared vision,” said CDP President Kyle Paine. “Together, we’re not just responding to today’s housing challenges — we’re investing in a stronger future for San José residents.”

The city loaned $72 million for the project earlier this year, securing over half of the estimated $130 million needed for full financing. Cahill Contractors and CDP Builders are joint general contractors. Construction is expected to finish as early as mid-2027.
