The City of Belmont has approved an additional $2 million to jumpstart construction of an eight-story affordable housing complex at 951 Old County Road in Belmont, San Mateo County. The plan will bring new low and extremely-low-income residents close to the city’s Caltrain Station. San Diego-based CRP Affordable Housing and Community Development is the project’s developer.

The 91-foot-tall structure is expected to yield approximately 62,920 square feet, including 47,100 square feet of housing and 1,300 square feet of ground-level retail. Parking will be included for eight cars and eight bicycles.
The development will feature 63 units, with apartment sizes varied, including 21 one-bedrooms, 21 two-bedrooms, and 21 three-bedrooms. Of the 63 units, 9 will be deed-restricted for extremely low-income households, and 53 will be for low-income households. The application was streamlined with Senate Bill 35, which secured a ministerial review process, density bonuses, and zoning waivers.
AO is responsible for the design. The articulated exterior is expected to feature a white, light grey, and terracotta-orange color palette, including a mural overlooking Old County Road. The facade will be clad with painted stucco. Jett Landscape Architecture is overseeing the outdoor seating and planters for the sidewalk improvements.

The 0.35-acre property is located at the corner of Old County Road between Masonic Way and Ralston Avenue. Future residents will be across from the Caltrain Station, with a grocery store and a weekly farmers’ market all within walking distance. Demolition will be required for an existing commercial structure.
The $2 million loan is dedicated to helping the project team secure full funding. The estimated cost and timeline for construction have not yet been shared.
