Development permits have been approved for a five-story residential building with affordable housing at 685 9th Street, to be located in Downtown Oakland. Construction would add 117 units to the East Bay housing market, of which 35 would be priced as affordable. Levy Design Partners is managing the design concepts, and construction and Riaz Capital is the owner.

The 65-foot tall structure will yield 68,600 square feet. Parking will be included for 52 bicycles and no vehicles, promoting public transit in the area. Residents are less than ten minutes away from the 12th Street Oakland BART station on foot, and fifteen minutes away from the Oakland ferry terminal, connecting with Alameda, San Francisco, and South San Francisco.

The 35 affordable dwelling units will be made affordable to moderate-income households.

Levy Design Partners is the project architect, with CFLA as the landscape architect. The facade will be clad with cement plaster, stone, and composite panels. LDP wrote that their design “takes advantage of the angular shape of the site and is a modern rendition of the classical base, middle and top. The building base is designed to be a stone or tile material, and the top of the building is elevated with a parapet.” The design is a series of boxed-in building volumes with varying heights to break the monotony and facade bulking.

City records show the property last sold in late 2020 for $5.2 million, a near-double increase from the property sale in 2016 for $2.6 million. Riaz will demolish the existing 10,010 square foot commercial building.
