New permits have been filed to develop a vacant lot at 2222 Carroll Street on Ivy Hill, Oakland. The plan would create nearly two dozen homes on the narrow lot close to Cleveland Heights and 15 minutes from Lake Merritt, an increase from previous plans for 18 units across three structures. Oakland-based Team Projects is responsible for the developer.
Preliminary plans show the 23-unit building will have an unspecified quantity of affordable units. The ground level will include a four-car garage. Amenities will include a shared courtyard.

The 0.13-acre parcel is located on the short block-long Carroll Street between East 22nd Street and Ivy Drive. Residents will be a block from Park Boulevard and Cleveland Heights. Zachary Heineman of Team Projects is listed as the property owner. The development team has yet to reply to a request for comment.
