New plans have been revealed for a small residential infill at 64 Winfield Street in Bernal Heights, San Francisco. The development will replace a small single-family home with a three-story apartment complex featuring three apartments and an ADU. San Mateo County-based Radu Binzari is listed as the property owner.

The roughly 40-foot tall structure will yield 3,650 square feet across three floors and a basement level. Unit types will vary with two one-bedrooms and two two-bedrooms. Parking will be included for four bicycles and one car.

Thousand Architects is responsible for the design. The exterior will mostly be smooth stucco with accents of painted metal slats and horizontal wood slats on the facade overlooking Winfield Street.

City records show the property last sold in 2018 for $900,000. The developer hopes to streamline the approval process through Senate Bill 423, though all four rental units will be offered at market-rate prices.

  1. The existing property’s small single-family home was last recorded as an 800 square foot 1 bedroom with 1 bathroom. I guess eliminating single family zoning city-wide, which is what happened by a Board of Supervisors vote in the Summer of 2022 and would have been imposed by the State legislature via SB9 in any event, is going to bear fruit if this project is actually built in the near term rather than being entitled and then flipped. Three apartments and an ADU is nothing to seer at, I’m sure Radu Binzari will make a great return on their investment and some member of the S.F. penny ante landlord class will have four new units to lease out to people who are newly arrived to The City.

  2. The midrise and high-rise buildings get all of the attention, but projects like this are what is going to move the needle the most. So much of the city is Single Family, and if we can just make those, these…3 stories with an ADU is excellent.

    I’d like to see almost all of the Sunset be four stories: three stories of spacious single floor flats, with a garage/storage/ADU level.

    Completely inappropriate scale and design for Bernal Heights. This monstrosity belongs in SOMA. Or better yet, Hayward.

    • Maybe you should sell your place in Bernal and move to Sonoma. Because a 4 story apartment is super tiny and 10000% belongs in Bernal Heights. I’d propose moving this to the SOMA if you accept all the junkies and filth in the SOMA to be moved to Bernal Heights. what do you say, deal?

        What you “Build It” ™ YIMBY apparatchiks always neglect to pay any attention to is context. Bernal Heights has tiny lots, narrow streets, and it is largely home to small workers’ cottages. Four stories would be appropriate on Mission Street, and maybe even Cortland, but this street. No way. P.S., I don’t even live in Bernal Heights.

    • I disagree. Old, dumpy buildings in Bernal Heights like this one need to go.

      NIMBYs have zero sense of aesthetics.

    • Check out 63 Winfield directly across the street. Gotta be just as tall, if not taller, this this proposed project.

  4. Panhandle Pro – agree, but you realize that you’re talking about a 50-year outlook. Construction costs are too high for anything other than minor incremental progress in a short time span. And therefore no meaningful price reduction.

  5. This victorian cottage was probably constructed around 1885. Could be one of the oldest structures on Bernal. Wduld be interesting to know the history of the building before it’s destroyed. Naturally, the new building is too big and architecturally bland.
