Planning permits have been filed for an eight-story residential project at 1825 Civic Center Drive in Santa Clara, Santa Clara County. Beyond that, the application details are scarce. City records show that Zolman Construction and Development is the property owner.
The existing medical complex is located at the corner of Warburton Avenue and Civic Center Drive, across from the Bethel Korean United Methodist Church parking lot and one block from City Hall. If built, the new project would be the tallest in the area, one floor higher than the Executive Housing complex at 1700 Civic Center Drive.
Elsewhere on the block, Charities Housing has filed planned for a five-story affordable housing complex at 1601 Civic Center Drive. The developer has received approval for constructing 108 homes on a 1.4-acre property. In September 2024, the project was requested and approved for an entitlement extension.
The estimated cost and timeline for construction have yet to be shared.

So much low-slung construction and paved-over parking lots. A huge waste.
There was never a shortage of land. Just a shortage of vision.
