San Jose Planning Department is set to review plans for building a new modular affordable housing development at 2165 The Alameda. The developer, Cloud Apartments, wants to add 174 housing units to the 0.55-acre vacant lot using an innovative modular construction style. The project will require a special use permit, and a public hearing to consider its approval has been scheduled for June 6, 2025.
The new building would be 7 stories, located on The Alameda near the border with Santa Clara. The immediate area is home to several low-rise apartment buildings already, but the new proposal will be the tallest.
The pre-engineered building units would be constructed and transported to the site from a separate facility. Once on-site, they would be lifted into place and “snapped” or fastened together securely. Some structural elements will still be constructed on-site. The modular building style is both less expensive and more efficient than traditional construction techniques, making it a favorable choice for affordable housing.

On-site amenities will include a rooftop deck, a gym, and a communal lounge area. Future residents would have use of 120 parking spaces located on-site, at or below ground level, and the property is about a 20-minute walk from the Santa Clara Caltrain station.

I am normally not one of the anti-parking New Urbanist zealots, but in this specific case I just have to say: 120 on-site parking spaces is just too many, especially for an affordable housing development promising 174 housing units. This site is right on the route of VTA’s 22 Palo Alto TC – Eastridge and 522 Rapid Bus Lines.
