Updated permits have been filed for the residential development of 113-115 Roscoe Street in Bernal Heights, San Francisco. The latest preliminary filing invokes Senate Bill 423 to streamline the approval of two duplexes on a hillside lot next to the proposed 150 Porter Street. San Bruno-based Rick Bruce of Bruce Construction is listed as the property owner.
Both structures will span 2,650 square feet across three floors, with two apartments and one Accessory Dwelling Unit. In some, the project will include six two-bedroom units with pedestrian access to Porter Street.

Schaub Li Architects is responsible for the application and design. Drawings show both structures will feature a confusing mix of facade articulation, bay windows, and some material variation. The exterior will be clad with colored stucco, wood trim, and fiber-cement siding.
The preliminary application invokes Senate Bill 423, an amendment to Senate Bill 35 passed last year to support additional housing in San Francisco and to streamline the approval process. In addition, the application uses Assembly Bill 1287 and the State Density Bonus Law to increase residential capacity by 100% above base zoning.
This latest pre-application comes just as Schaub Li submits the formal application for 150 Porter Street, a seven-story hillside complex with which 113-115 Roscoe Street will share some infrastructure.

The property is located along a steep hillside overlooking I-280. Future residents will be two blocks from the circular Holly Park south of the iconic Bernal Heights summit. The closest retail is ten minutes away on foot along Cortland Avenue.
Construction is expected to cost around $1 million. The timeline for work to start has yet to be established.
