Public officials and the project team gathered earlier this month to celebrate the grand opening of Legacy Court, a new affordable housing development at 1243 Fred Jackson Way in Richmond, Contra Costa County. Legacy Court Apartments has added 43 units, along with associated amenities and residential services, in the North Richmond neighborhood. Community Housing Development Corporation of North Richmond and Eden Housing are jointly responsible for the project.

The development consists of seven three-story townhome-style buildings containing a total of 43 units. Apartment sizes will vary with 21 one-bedrooms, 10 two-bedrooms, and 12 three-bedrooms. The complex is all-electric and designed to be energy efficient.

Apartments will be deed-restricted to households earning between 30% and 60% of the area’s median income. There will be 13 units set aside for people who are unhoused, at risk of experiencing homelessness, or who need mental health services. Contra Costa Behavioral Health Services will provide on-site support for residents.

The roughly 0.6-acre property had sat vacant for at least two decades in the center of a low-slung residential neighborhood along Fred Jackson Way, bounded by Willard Street and Sanford Avenue. Future residents will be just a few blocks from the Shields-Reid Community Center. The Richmond train station, serviced by Amtrak and BART, is just 15 minutes away by bus or bicycle.

JERO Corp. was the general contractor responsible for construction, and Kodama Diseno Architects is responsible for the design.

  1. Sad to see people still building surface parking lots like this. Either build a small alley and have a garage in the ground floor of each townhouse, or have a ground floor level that’s a mix of parking garage and ground floor units, with townhouses + courtyard on top. No more surface parking lots!

    • Bet it was a lot coverage maximum that set this layout. Best product of design with the parameters at play. Keep it low-density and detached. This feels like it’s been purposely thwarted to “fit the character” of the neighborhood. More of a macro issue than the architects’ balancing of egregious code.

  2. I appreciate this improvement for the lives of the new residents, giving them hope and stability – thank you Eden and the design team, leadership and contractors for your vision and efforts to improve the housing opportunities in Richmond. We need this!

  3. How do you apply for apartments and as far as mental health services for people with mental health issues, does that mean that there are apartments just for them and mental help support services are on site to help them or what how does that work. Please advise

    • Go to Contra Costa County Housing Authority’s website for information on this and other properties. The Housing Authority can tell you when they will open their list for all affordable units in the county.
