The San Rafael Planning Commission is scheduled to review plans tonight for a seven-story affordable housing complex at 555 Northgate Drive across from the Northgate Shopping Center in San Rafael, Marin County. The development will produce nearly two hundred units on the two-acre property. Affordable Housing Preservation Investors and AMG Land Development are jointly responsible for the development.
The 68-foot-tall structure is expected to yield just under a quarter million square feet, with 165,900 square feet of housing and 64,500 square feet for parking. Residential amenities will be centralized around the ground-floor and third-floor podium-top decks. Unit sizes will vary, with 154 one-bedrooms and 39 two-bedrooms.

The application utilizes the State Density Bonus law to increase residential capacity and receive zoning exemptions for height and parking. According to the project’s density bonus memo, the plans achieve a 105% density bonus, increasing the dwelling unit capacity from 94 to 193 units. Affordability will range from 153 units for low-income households to 38 units for moderate-income households. Two additional apartments will be set aside for on-site property managers.
AO is responsible for the design, working with Thomas H. Phelps Landscape Architecture. The applicant describes the design as a “distinctive contemporary architectural style, characterized by clean lines, geometric forms, and an emphasis on functionality.” The exterior will be clad in smooth, light sand-finish stucco, metal screens, and aluminum-frame windows.
The 2.2-acre property is located along Northgate Drive between Los Ranchitos Road and Nova Albion Way. Future residents will be just over ten minutes from the Marin Civic Center SMART Train station on foot, or four minutes by bicycle.
