Construction has surpassed the concrete podium for Lazuli Landing, a residential complex in Union City, Alameda County. The development is the first new affordable housing to be built in the Decoto neighborhood in decades. MidPen Housing is the project sponsor.
Elected officials and the project team recently celebrated the construction progress. Speaking at the event, Union City Mayor Gary Singh said, “Lazuli Landing represents a promise kept to our community. These new affordable homes will give more families the opportunity to live and thrive in Union City.”

Matthew O. Franklin, President and CEO of MidPen Housing, added, “We are deeply grateful to the City, County, and State leadership and the village of partners whose collaboration and vision made Lazuli Landing possible.”
The project is expected to produce 81 deed-restricted units affordable to households earning between 20% to 60% of the area’s median income. Of the 81 units, 17 will be set aside for residents with intellectual or developmental disabilities. The ground floor will feature commercial space to be leased to the city’s Youth & Family Services.

BDE Architecture is responsible for the design. The future complex is expected to evoke a Mission Revival aesthetic, with arched windows, a smooth stucco-tone facade, and exaggerated roof overhangs.
The 1.65-acre property is located along Mission Boulevard between D Street and E Street, close to Whipple. The development is rising along the busy vehicular thoroughfare and across from a scenic mountain range. Union City was incorporated in 1959 after the communities of Alvarado and Decoto combined. As of 2020, the city has a population of around 70,000 people.
Construction is expected to wrap up by mid-2027. Nibbi Brothers is the project’s general contractor.
