Earlier this week, Flicker Bird Homes opened its doors for the residential component of a new mixed-use development at 3050 International Boulevard in Oakland. The property is a joint venture between the East Bay non-profits Satellite Affordable Housing and Native American Health Center, combining new affordable housing with community healthcare in one site.
The five-story building consists of a ground-floor health and culture center, with four stories of affordable housing rising above. The total residential space includes more than 82,000 square feet, with 14,000 square feet designated for the Native American Health Center. As of this week, only the housing portion has opened, with plans for the new health center to open early next month.
The residential portion contains 76 new units of housing now ready for residents to move into. They 100% affordable housing, subdivided into 43 very low-income and 28 low-income. The unit sizes include 28 one bedrooms, 29 two bedrooms, and 19 three bedrooms. At this time, the waitlist for new residential applications has been closed.

The future health center will focus on youth and adolescent care. There will be new behavioral health services and nineteen additional dental workspaces, expanding the capabilities of Native American Health to provide services in the area. The property will also include on-site Women, Infants, and Children Services (WIC), a 300-person community and cultural center to host events, and administrative offices. The site is hoped to serve ten thousand new members while facilitating an additional twenty thousand annual visits.

PYATOK is responsible for the architectural designs. The building’s exterior façade combines modern architecture with cultural art, showcasing a range of design elements. The ground floor is wrapped in a patterned tile mosaic, with elements of native American art. Meanwhile, the vertically inset areas of the building’s upper floors are decorated with murals. The remaining spaces use subdued white and blue cement paneling with burnt orange metallic accents, simultaneously tying into the building’s artistic elements without distracting from them.

The site is located on the edge of the Fruitvale neighborhood in East Oakland. It is within easy walking distance of a variety of shops and restaurants, as well as other community services. Native American Health has additional offices nearby, further assisting in the administration and healthcare access for future residents and community members.
The site is located with easy access to multiple transportation options, including the T1 bus rapid transit, Fruitvale BART Station, and several other nearby AC transit lines. Additional on-site parking will be provided for 48 cars and 32 bicycles.
