Initial plans have been filed for a five-story apartment complex at 3070 Brook Street in Oakland’s Broadway Valdez neighborhood. The proposal would replace a vacant lot with several dozen efficiency apartments using modular construction. The project applicant is listed as a Southern California-based family trust.
The recent application for 3070 Brook Street provides a basic overview of future plans. The document describes the five-story complex as providing “87 efficiency dwelling units using modular construction” alongside community spaces, exterior circulation, and associated site improvements. This could include some landscaping and upgrades to the ailing sidewalk.
Previously, in late October 2025, a preliminary application was filed for four one-story detached homes. That application was later voided.
The roughly quarter-acre site is located along Brook Street between 30th Street and Broadway. Future residents would be near the bottom of Piedmont Avenue, a couple of grocery stores, and several AC Transit bus lines. The property owner is listed as two individuals represented by a Beverly Hills-based law firm. Public records show a property sale is pending for $695,000 as of August this year.
The estimated timeline for the approval process has not yet been established. The applicant invokes the State Density Bonus law to streamline the approval process.
