Second New Affordable Housing Project Opens on Treasure Island, San Francisco

Star View Court has opened its doors to residents as the second affordable housing community to finish in recent years on San Francisco’s Treasure Island. The seven-story building has added 138 units to 78 Johnson Street, including 94 replacement units for families living on the artificial island. Catholic Charities and Mercy Housing are jointly responsible for the development.

San Francisco-based Paulett Taggart Architects is responsible for the design. The team writes that the building “responds to its site with two building wings that address the scale of each frontage: reaching seven stories along busy Seven Seas Avenue and stepping down to four stories with ground-level stoops along the pedestrian and bike-only Shared Public Way. The building wings are linked by a generously glazed community room that faces towards a future park, opens onto a shared courtyard, and forms the heart of this vibrant new community.”

The complex now yields around 210,600 square feet, including 140,800 square feet for housing alongside a 28-car garage. Unit types vary with one-bedrooms, two-bedrooms, three-bedrooms, and four-bedrooms. Residential management will be provided by Mercy, with supportive services and case management provided on-site by both developers. On-site amenities will include a community room, bicycle parking, on-site laundry, and immediate access to the adjacent 6th Street Park.

The Treasure Island master plan was designed by SOM and is being developed by TICD, a partnership with Stockbridge Capital Group, Wilson Meany, and Lennar Corporation. Across Treasure Island and Yerba Buena, TICD has planned to build 8,000 new apartments, of which nearly half will be built during phase one. Including adaptive reuse, construction will produce 202,000 square feet of offices, 67,000 square feet for retail, and 42,000 square feet for circulation. The master plan also aims to include 140,000 square feet of new retail, 100,000 square feet for offices, and a 500-key hotel.

The first affordable project to open as part of the Treasure Island Masterplan is Maceo May Apartments. The six-story development was co-sponsored by the Chinatown Community Development Center and Swords to Plowshares. Now complete, the project has 105 units and supportive housing services aimed at helping veterans.

Star View Court is named after the former Star Barracks, which housed military members on Treasure Island. The site is located along Seven Seas Avenue, next to Maceo May, and close to the now tree-less waterfront thoroughfare, Avenue of the Palms.
