Construction is now underway for the second phase of the Midway Village development by Cow Palace in Daly City, San Mateo County. The affordable housing team celebrated the groundbreaking for Midway Village 2 earlier this month, at the same event as the ribbon cutting for Midway Village I. Once complete, the two structures will bring 260 apartments to the city. MidPen Housing is the project developer.

Midway Village 1 has opened to residents with a total of 147 units. Apartments have been deed-restricted as affordable to households earning between 30-80% of the area’s median income. The four-story building includes a community room, a learning center, an outdoor courtyard, on-site property management, residential services, and a playground. Additional amenities include in-unit laundry and bicycle parking.

Midway Village 2 will include 114 units, with 113 affordable apartments for households earning between 30-60% of the area’s median income, and one dwelling for the on-site property manager. Of that, 29 units will be reserved for individuals with supportive housing needs, according to the development team. Services will be provided through the Housing for a Healthy California program, and a 15,000 square foot child care center will be opened by Peninsula Family Services. Residential amenities will be similar to Village I, with a mix of indoor and outdoor community spaces.

The Midway Village master plan is a four-phase development to expand the existing San Mateo County Housing Authority property from 150 to 555 apartments. David Baker Architects is responsible for drafting the design, emphasizing sustainable design and modern facilities. The team emphasizes that “residents of the original housing will have the opportunity to move into the new homes as each phase is completed.”
Construction is expected to last around two years, with completion by the end of 2027.
