The CEQA Notice of Exemption has been published for an eight-story residential complex at 900 A Street in San Rafael, Marin County. The project is looking to replace a vacant restaurant with 131 apartments and ground-floor retail. Monahan Pacific Corporation is the project sponsor.

The roughly 83-foot-tall structure is expected to yield around 190,150 square feet, including 138,400 square feet of housing, 47,750 square feet of parking, and 4,000 square feet of ground-floor retail. The project will create 131 units, including 11 units of lower-income units. Apartment sizes vary, with 77 one-bedrooms and 54 two-bedrooms. Parking will be included for 107 cars and 93 bicycles across a ground-floor and basement garage.
Stackhouse De La Peña Trachtenberg Architects is responsible for the design. The site plans show the exterior will be clad with white and orange stucco. Yamasaki Landscape Architecture is designing the open space, including sidewalks, a podium-top courtyard, and a small rooftop amenity deck.

The City of San Rafael has determined that the project is a qualified infill development that is exempt from the CEQA process.
The 0.66-acre property is located on a block bound by 3rd Street, 4th Street, A Street, and Lootens Place. Future residents will live across from the recently opened affordable senior housing project at 999 3rd Street.
